The necessity for alterations in the existing Regulations for preventing the spread of certain diseases amongst Her Majesty's Troops and Sailors had engaged my long attention previous to the receipt on the 28th ultimo last December of Lord Carnarvon's Circular despatch of the 6th November last, instructing me to extend to this Colony the provisions of the Contagious Diseases Act, 29 Vic. Cap. 35. What I had already observed left no doubt on my mind, that the Law here, though of great service, was nevertheless not so effective as it ought to be.
